Resolutions
The following resolutions were agreed by all during the war council.
- Oraculum itself will be moved, leaving the nexus nearby but outside the walls, such that various independent districts can be built around it by the various nations.
- Nexus in neutral territory (undecided radius, TBD by the ruling council).
- Anyone present may build a settlement in surrounding area -- must provide security. Underdark occupies the underground, everyone else on the surface.
- No experimenting on the nexus itself. Siphon off excess energy, experiment on that only.
- Changes to the nexus need to be approved unanimously.
- Any individuals and groups allowed to refresh, within reason. Larger groups done in chunks.
- Each at the table is a member of the ruling council, who have the authority to decide territorial boundaries. Erathis will step down and give the six plenipotentiaries equal representation (they need majority vote). Avandra will step down and give the five leaders of the free cities, as well as one position for the Order of the Common Shield (Biger O'Pece) in exchange for their full defense of that perimeter. Ehlonna also cedes her position. Anyone can name a replacement at any time, but it can be unanimously vetoed, and replacement must be same faction.
- Individual transgressions will result in individual punishment, not sanction of the nation in question.

level, 3=11th-15th level, 4=16th-20th level.
